Hanham's Heritage At Risk: Protecting Our Past in the Face of Development

Hanham District Green Belt Conservation Society (HDGBCS) sounds the alarm for our beloved heritage. South Gloucestershire Council's "emerging preferred strategy" for its new local plan threatens to engulf Castle Farm Road with 270 new houses, potentially harming irreplaceable historical treasures right on our doorstep. These treasures include:


  • Castle Inn Farmhouse: A Grade II listed building from the 17th century, steeped in local history and architectural charm.

  • West Hanham House: Another Grade II listed gem, dating back to the 18th century, serving as a testament to Hanham's rich past.

  • Site of Roman Villa: The fascinating remnants of a Roman villa slumbering behind Castle Inn Farmhouse, whispering tales of an ancient civilization.

  • Stone Cottage: A locally-listed jewel on Castle Farm Road, adding to the area's unique character and sense of place.


Building on Green Belt land surrounding these Heritage Assets directly contradicts the National Planning Policy Framework (NPPF - December 2023), which prioritises protection and enhancement of heritage assets. HDGBCS urges South Gloucestershire Council to reconsider its approach and take crucial steps to safeguard our community's irreplaceable past:


1. Uphold NPPF Principles: The Council must demonstrably apply the NPPF's presumption against development that harms the character and setting of heritage assets. The proposed 270 houses pose a clear and present danger to the integrity of these irreplaceable assets.


2. Heritage Assessment: A comprehensive and independent heritage assessment, as advocated by the NPPF, is crucial. This assessment must objectively evaluate the impact of development on the significance, setting, and character of each heritage asset. Public consultation and stakeholder engagement are essential in this process.


3. Prioritise Alternative Locations: The NPPF emphasises exploring all reasonable alternatives before considering development within the Green Belt. The Council must diligently and transparently seek alternative locations for housing that do not compromise our shared heritage.


4. Robust Planning Policies: The new local plan must include clear and enforceable policies that prioritise the protection and enhancement of heritage assets. These policies should be based on the findings of the heritage assessment and informed by public consultation.


HDGBCS stands firm in its commitment to protecting Hanham's precious heritage. We call upon South Gloucestershire Council to adopt a development plan that respects the NPPF, respects our past, and secures a vibrant future for our community. Let us not trade history for houses; let us build a future that cherishes both.
